Is chewing on the fist a sign of teething?

All of the sudden my 2 1/2 month old has gotten into a habit of sucking or chewing on her fist. I don't know where she got it from because she does use a pacifier too. She doesn't seem unusually fussy or anything, but is this knawing on the fist a sign of teething? Or is she just comforting herself?
