What are the main Ideas in this piece of writing?? Confused0_o?

It could mean one of two things... Which it is... I do not know, that is the beauty of literature... It is free to interpretation. To me it sounds like a dream of creating a perfect country which can't happen. Its just that, a dream. On the other hand it sounds like the author is trying to convey that they think, in their own point-of-view, that Canada is a perfect country, which is impossible. But that is how I see it, your interpretation can and probably will be different than mine.
