My dog wont quit biting his tail?

At first i didnt think too much of it but now it has been going on for abut 3 weeks and today i even noticed his tail was bleeding because he had been biting so hard...Its not flees because ive been checking him thoroughly since it got warm outside, anybody been through this with their pet before?, or know what i can do to eliminate his discomfort?
