How many ozone layers are there, and how bad is the orange ozone layer?

There is only one ozone layer above the earth. It is in the stratosphere from 5 to 30 miles above the surface. It is caused by ultraviolet light from the sun striking oxygen molecules (O2) which split then recombine to create ozone (O3).
